1. WORKING CONTEXT

Founded in the United Kingdom in 1972, AAI is a secular and non political organisation working with over nine million of the poorest people majority of them living in the developing world in 42 countries across Asia, Africa, Latin America and the Caribbean.  It is committed to improving the quality of life of the poorest and the most excluded people so that they can live a life of dignity.

Working towards this direction, since 1989, ActionAid International Vietnam (AAV) has been operating in nineteen provinces in mountainous and remote regions across Vietnam. AAV works in partnership with local partners in provinces and district levels.

2. JOB PURPOSE SUMMARY

Provides thematic leadership on womens rights, as well as technical support in mainstreaming of womens rights and gender equality throughout all of  AAV programs and organisation

3. AUTHORITY

Leads AAV in all womens right -related work and issues (programmes and internal HR/OE issues)

Has authority to coordinate AAVs resources committed to womens rights specifically and those committed for mainstreaming gender throughout ActionAids activities in Vietnam. S/he reports  directly to Country Director and Management Team about all important gender issues. 

Has full authority within approved budget

5. MAIN AREAS OF RESPONSIBILITY

Key responsibilities/ accountabilities

Key performance indicators

1.       Develops policies, strategic and operational plans for womens rights and gender mainstreaming

§         Policies and plans are clear, realistic and in line with vision, mission and strategy of AAV and AAI

2.       Mainstreams womens rights and gender issues into all programs, themes

§         Womens right issues are clearly spelt out in all  programs and other themes

§         Gender sensitivity and gender equality are considered in every activity of AAV

 

3.       Manages womens rights and gender mainstreaming programs

§         Work plan for each program is properly developed

§         Programs are implemented in accordance with the objectives and approved budget

§         Related reports are well prepared and submitted in a timely manner.

4.       Provides technical support to DAs, themes

§         DAs and themes receive proper support to well mainstream gender issues into their activities

5.       Builds and develops partnership with relevant organisations and participates in womens rights networks

§         Agreements including the detailed work plans and budgets for activities between AAV and local partners are reached to make sure the objectives of each gender program

§         Gender network is well developed and maintained

6.       Develops and carries out M&E  for womens rights and gender work

§         Indicators and methods for M&E are well developed.

§         Gender issues of programs are evaluated at mid-term and final review

§         TOR is well prepared and consultants are monitored to ensure the quality of womens rights work

7.       Is a  budget holder of womens rights theme and have full right to allocate the approved budget among activities related to womens rights issues

§         Budget is well planned and allocated to ensure the quality, quantity and progress of womens rights  activities and in line with AAVs financial regulations

8.       Manages womens rights related staff and builds capacity of staff and partners on gender sensitivity and gender equality

§         Womens rights related staff receive clear assignments and introduction to ensure work effectiveness and efficiency

§         Training courses on gender and womens rights for staff and partners are properly organised/conducted

§         Gender training manual is developed

§         AAV staff and partners are aware of the gender issues and actively devote themselves to gender equality

9.       Participates in developing strategy and policies for AAV as a member of MT

§         Strategy and policies are developed in line with the strategy of ActionAid International and the context of Vietnam

10.   Is responsible for related reports

§         Two reports (biannual and annual) are well prepared and timely submitted to PACCOM

§         Updated report is submitted to the region monthly for sharing and learning purpose

6. QUALIFICATIONS REQUIRED

Education

§         University degree in relevant field

§         Preferably post-graduated

Work experience

§         At least 5 years working experience in relevant field

§         NGO working experience is preferable

Technical knowledge/skills

§         Knowledge of womens rights and gender issues

§         Programme planning, strategic planning, and  management skills

§         Report writing skills

Language

Advanced level of English
