1. WORKING CONTEXT

Founded in the United Kingdom in 1972, AAI is a secular and non political organisation working with over nine million of the poorest people majority of them living in the developing world in 42 countries across Asia, Africa, Latin America and the Caribbean.  It is committed to improving the quality of life of the poorest and the most excluded people so that they can live a life of dignity.

Working towards this direction, since 1989, ActionAid International Vietnam (AAV) has been operating in nineteen provinces in mountainous and remote regions across Vietnam. AAV works in partnership with local partners in provinces and district levels.

2. JOB PURPOSE SUMMARY

Provides necessary supports to the development and implementation of AAV program in assigned areas and builds capacity for the local partners to ensure the achievement of program objectives.

3. AUTHORITY

Has rights to approve the budgeted plan less than 20 million dong

5. MAIN AREAS OF RESPONSIBILITY

Key responsibilities / accountabilities

Key performance indicators

1.       Develops plan/activities and supports partners in planning

§      Planning guidelines are provided to partners in accordance with the themes guidelines

§      Partners plans are reviewed to ensure they are  in line with AAVs strategic direction

§      Working plan is produced and submitted to Regional Program Manager quarterly

2.       Supports in program design and implementation

 

§      Detailed program activities are developed and tasks are delegated to specific staff/partners

§      Resources (Finance and Human Resource) are well coordinated to effectively support programs/projects implementation

3.       Carries out program monitoring and evaluation

 

§      Term of References (TORs) for program midterm and final review are developed in collaboration with Impact Assessment & Shared Learning (IA&SL)

§      PRRP (Participatory Review and Reflection Process) is conducted annually in collaboration with IA&SL

§      Regular monitoring and evaluation are conducted to ensure local partners implement activities as the planned

§      Lessons learnt are synthesized and shared within Development Area (DAs)

§      Program review activities are well coordinated and the recommendations are followed up

§      Short term funded projects are monitored and evaluated

4.       Provides supports and capacity building and institutional development to local partners

 

§      Needs and opportunities for training and capacity building for partners are identified

§      Regular technical supports and on the job coaching are provided to partners

§      Trainings, workshops are delivered/coordinated to improve partners program knowledge, technical skills, and management capacity

§      Partners receive sufficient supports in establishing organizational systems, mechanisms and procedures

§      Partners are capable in planning, implementing and managing program activities independently

§      Partners are capable of raising funds

5.       Establishes, develops and manages partnership

 

§      Potential partners are identified, evaluated and recommended to AAV

§      Communication with all stakeholders is maintained regularly

§      Good relationships with the local government officials, local authorities and other influential stakeholders are established and maintained to support program/project activities

§      Networks of local organizations are developed to provide technical support to program/project activities

6.       Involves in advocacy works

 

 

§      Workshops and trainings are organized/delivered to community groups, local authorities and other stakeholders to enhance their understanding and supports on advocacy issues

§      Small-scale advocacy events are well coordinated at the grassroots level

§      Democracy at the grassroots level is promoted, in collaboration with local partners, through advocating local policy makers

§      Policy, Research and Advocacy (PRAD) and Regional Manager receive inputs and supports from the grassroots to advocate policy makers at higher level

7.       Manages DAs finance

                  

§      Finance and assets are well managed in accordance with the approved plan, budget and AAVs regulations

§      Quarterly expenditure variance analysis are well prepared and timely submitted to Finance Department

8.       Compiles DAs documents and reports

 

§      Program Support Officer receives sufficient supports on compiling reports and filling information of the specific programs

§      Six-month reports to PACCOM and Ministry of Labor  are well compiled and timely submitted

§      PRRP is compiled annually and timely submitted, with IA&SL support

§      Appropriate inputs for donors reports are synthesized and delivered to Fund and Fundraising department

§      Donors field visit reports are compiled

9.       Involves in donors servicing activities

 

§      Logistics for donors field visits are well arranged, and donors are provided sufficient supports

§      Local partners and beneficiaries have right understanding about child sponsorship program

§      Child sponsorship program is well managed at assigned areas

10.   Integrates gender mainstreaming and sensitization into all DAs activities and programs

§      Gender is sensitized and mainstreamed in all aspects of the projects/programs implemented in the DA in charged

11.   Consultants servicing

 

§      TORs are developed and appropriate consultants are selected

§      Consultants are well inducted, monitored and evaluated

§      Sufficient supports are provided to consultants to fulfil their work

§      Consultants reports are reviewed and approved

6. QUALIFICATIONS REQUIRED

Education

§      University degree on social science, economic or development studies

Work experience

§      3 years working experience in programme management

§      INGO working experience is preferable

Technical knowledge/skills   

§      Excellent negotiation, facilitation and presentation skills.

§      Proven report writing skills

§      Knowledge of local level issues

Language

§         Intermediate level of English
