1. WORKING CONTEXT

Founded in the United Kingdom in 1972, ActionAid International (AAI) is a secular and non political organisation working with over nine million of the poorest people majority of them living in the developing world in 42 countries across Asia, Africa, Latin America and the Caribbean. It is committed to improving the quality of life of the poorest and the most excluded people so that they can live a life of dignity.

Working towards this direction, since 1989, ActionAid International Vietnam (AAV) has been operating in nineteen provinces in mountainous and remote regions across Vietnam. AAV works in partnership with local partners in provinces and district levels.

2. JOB PURPOSE SUMMARY

Effectively leads, directs and manages theme activities in Vietnam following Country Strategy Plan (CSP) and governance work of AAV

3. AUTHORITY

Has full authority within approved budget

Has rights to assign tasks to theme leaders and other staff

4. KEY WORKING RELATIONSHIPS

Internal

Heads of Regional Programme, Programme Officers, IASL, International and Regional focal person

External

AAVs partners, Governmental Officials, Donors, INGOs

5. MAIN AREAS OF RESPONSIBILITY

Key responsibilities / accountabilities

Key performance indicators

1.       Develops strategies and plans for AAV themes activities

 

§      AAI themes are prioritised and localised in line with CSP and Vietnam context

§      Theme activities in Vietnam are properly planned and developed

2.       Ensures the quality, consistency of theme activities and theme mainstreaming 

§      Clear theme framework and guidelines are developed to facilitate theme activities in different areas

§      Theme activities are implemented consistently through out DAs

§      Themes are integrated and mainstreamed to maximise the effectiveness and benefits to the community

§      M&E systems are well established and implemented to ensure the theme quality and consistency

§      Evaluation indicators are well designed for assessing theme effectiveness

§      Problems or significant issues related to themes are identified and solved properly

3.       Carries out advocacy, governance and policy influencing work

§      Potential issues and actors for advocacy works are identified

§      AAVs vision and mission are transmitted to relevant audience via advocacy events and campaigns

§      Governance and policy influencing activities are conducted in accordance with AAVs CSP

4.       Manages theme department

§      Ensures the smooth run of all themes in the function

§      AAV values and principles are well understood and practised by theme staff

§      Theme staff  work effectively and achieve department / organisational objectives

§      Activities are implemented according to approved plan and budget

§      Tasks are well assigned to staff with clear instructions and coaching

§      HR management is provided to staff in collaboration with Human Resources and Organisational Development function

5.       Participates in management team

§      Positive inputs and comments are provided for the formulation / update of AAV strategy,  policies and procedures

§      Contributes to strategic decision making particularly in relation to theme issues

6.       Assumes the role of theme leader of governance

§      Governance work of AAV is implemented in accordance with the country strategy and plan.

7.       Liaises, communicates and facilitates networking

§      Initiates and ensures the effectiveness of national technical network

§      Updated information of theme activities is provided to all related stakeholders

§      Actively participates in working groups, networks, campaigns locally and internationally

8.       Other

§      Other tasks as assigned by line manager are well performed

6. QUALIFICATIONS REQUIRED

Education

§         Master degree on social science, economics or development studies

Work experience

§         7 years work experience in similar role

§         International work experience is preferable

Technical knowledge/skills

§         Understanding of the systems, policies and issues of development context in Vietnam

§         Expertise on participatory methodologies

§         Experience in policy research, advocacy and governance work

§         Leadership and management skills

§         Report writing skills

Language

§         Advanced level of English

Attitude

§         Strong, decisive, and flexible
