1. WORKING CONTEXT

Founded in the United Kingdom in 1972, ActionAid International (AAI) is a secular and non political organisation working with over nine million of the poorest people majority of them living in the developing world in 47 countries across Asia, Africa, Latin America and the Caribbean. It is committed to improving the quality of life of the poorest and the most excluded people so that they can live a life of dignity.

Working towards this direction, since 1989, ActionAid International Vietnam (AAV) has been operating in nineteen provinces in mountainous and remote regions across Vietnam. AAV works in partnership with local partners in provinces and district levels.

2. JOB PURPOSE SUMMARY

Provides necessary supports to the development and implementation of AAVs programme in assigned areas and builds capacity for the local partners to ensure the achievement of programme objectives.

3. AUTHORITY

Has right to approve the budgeted plan less than 20 million dong

Has rights to adjust and reallocate budget of activities up to 10% (per total budget)

5. MAIN AREAS OF RESPONSIBILITY

Key responsibilities / accountabilities

Key performance indicators

 

1.       Develops plan/activities and supports partners in planning

§      Planning guidelines are provided to partners in accordance with the themes guidelines

§      Partners plans are reviewed to ensure they are in line with AAVs strategic direction

§      Working plan is produced and submitted to  Head of (Regional) Programme annually

2.       Supports in programme design and implementation

 

§      Detailed programme activities are developed and tasks are delegated to specific staff/partners

§      Resources (Finance and HR) are well coordinated to effectively support programme/project implementation

§      Proper support is provided to the designing of child-focused activities in assigned DAs

§      Child sponsorship programme is well managed at assigned areas

3.       Carries out programme monitoring and evaluation

 

§      TORs for programme midterm and final reviews are developed in collaboration with Impact Assessment and Shared Learning Function

§      PRRP is conducted annually in collaboration with Impact Assessment and Shared Learning Function

§      Regular monitoring and evaluation is conducted to ensure local partners implement activities as planned

§      Lessons learnt are synthesised and shared within DAs

§      Programme review activities are well coordinated and the recommendations are followed up

§      Short term funded projects are monitored and evaluated

§      Quarterly expenditure variance analysis is well prepared and timely submitted to Finance Department

4.       Delivers supports, capacity building and institutional development to local partners

 

§      Needs and opportunities for training and capacity building for partners are identified

§      Regular technical supports and on the job coaching are provided to partners

§      Training, workshops are delivered/coordinated to improve partners programme knowledge, technical skills, and management capacity

§      Partners receive sufficient supports in establishing organisational systems, mechanisms and procedures

§      Partners are capable in planning, implementing and managing programme activities independently

§      Partners are capable of raising funds

5.       Establishes, develops and manages partnership

 

§      Potential partners are identified, evaluated and recommended to AAV

§      Communication with all stakeholders is maintained regularly

§      Good relationships with the local governmental officials, local authorities and other influential stakeholders are established and maintained to support programme/project activities

§      Networks of local organisations are developed to provide technical support to programme/project activities

6.       Compiles DAs documents and reports

 

§      Monthly report is sent on time to Head of (Regional) Programme

§      Partners staff receive sufficient supports in compiling reports and filing information of the specific programmes

§      Six-month reports to PACCOM and Ministry of Labour are well compiled and timely submitted

§      PRRP is compiled annually and timely submitted, with the support of Impact Assessment and Shared Learning Function

§      Appropriate inputs for donors reports are synthesised and delivered to Funding and Fund Raising Department

§      Updated information of Project Cycle Management is provided for Funding & Fund Raising Department

§      Reports on donors field visits are compiled

§      Key functional documents are translated

7.       Involves in donor servicing activities

 

§      Logistics for donors field visits are well arranged, and donors are provided with sufficient supports

§      Local partners and beneficiaries have right understanding about child sponsorship programme

8.       Integrates gender mainstreaming and sensitisation into all DAs activities and programmes

§      Gender is sensitised and mainstreamed in all aspects of the projects/programmes implemented in the DA in charge

9.       Cooperates with Theme Officers to implement AAVs activities at local level

§      Themes are integrated smoothly in DAs in charge

§      Themes objectives are harmonised with programme activities

10.   Other

§      Other tasks as assigned by line manager are well performed

6. QUALIFICATIONS REQUIRED

Education

§      University degree on social science, economic or development studies

Work experience

§      2 years working experience in programme management

§      NGO working experience is preferable

Technical knowledge/skills   

§      Excellent negotiation, facilitation and presentation skills

§      Knowledge of local level issues

§      Expertise on participatory tools and techniques

§      Proven report writing skills

Language

§      Intermediate level of English
