1. WORKING CONTEXT

Founded in the United Kingdom in 1972, ActionAid International (AAI) is a secular and non political organisation working with over nine million of the poorest people majority of them living in the developing world in 47 countries across Asia, Africa, Latin America and the Caribbean. It is committed to improving the quality of life of the poorest and the most excluded people so that they can live a life of dignity.

Working towards this direction, since 1989, ActionAid International Vietnam (AAV) has been operating in nineteen provinces in mountainous and remote regions across Vietnam. AAV works in partnership with local partners in provinces and district levels.

2. JOB PURPOSE SUMMARY

Ensures the HR administration policies, processes and issues are handled in accordance with AAVs HROD Policy Manual and current local law

5. MAIN AREAS OF RESPONSIBILITY

Key responsibilities / accountabilities

Key performance indicators

1.       Provides administrative supports and inputs for HROD strategy, policies, plan and budget

§         Positive supports and comments are provided to help in building HROD strategy, policies, plan and budget in line with AAVs strategy

2.       Participates in recruitment and selection

§         Proper support and administration is provided in recruitment and selection process especially job posting, interview arrangement

§         Partners are supported in recruitment skills and processes

3.       Involves in induction and staff reorientation

§         Induction package is updated

§         Induction and reorientation plan is developed and implemented

§         Induction and reorientation on HR issues are properly provided to staff to socialise staff to AAVs vision, missions, values, practices and norms

4.       Involves in staff capacity building programme

§         Staff is updated of information about appropriate training courses

§         Core training programmes are well organised to all staff

§         Proper administrative support is provided to the training courses

5.       Is responsible for contract management

§         Labour contracts and relevant annexes are issued in accordance with Labour Code and current HROD Policy Manual

§         Outsourced contracts are issued and followed up in line with terms of reference and financial policies

§         Contract database is managed and maintained properly

6.       Provides salary administration

§         Monthly salary memo is prepared for HROD Managers approval by 20th of the month

7.       Provides support to HR auditing

§         Positive supports and necessary information are provided to make sure that HR system and procedures are aligned with HROD systems and procedures to promote staff, competence, confidence and performance standards

8.       Updates relevant HROD information and prepares annual HR report

§         HR data and information are updated in HRIS system regularly

§         Legal framework is updated and informed to staff to help organisations operation compliance with labour law

§         The information of consultant database, staff announcement and training programme is updated and provided to relevant staff

§         Well written staff announcement is circulated to all staff by 25th of the month

§         Quantitative HR report is prepared annually to send to Asia Region

§         Annual HR report is submitted to HROD Manager by January 30th

9.       Others

§         Key functional documents are translated

§         Other tasks as assigned by line manager are well performed

6. QUALIFICATIONS REQUIRED

Education

§         University degree in Human Resources Management, social science or relevant field

Work experience

§         At least 3 years relevant working experience

§         NGO working experience is preferable

Technical knowledge/skills

§         Competency-based management

§         Motivation skill

§         Coaching & counseling skills

§         HRIS software

§         Report writing skills

Language

§         Advanced level of English

Attitude

§         Self-motivated, un-biased, friendly and detail focus
